STRATEGIC PLAN 2008
Introduction
The ICNR is an alliance of nurse leaders, educators, staff and advanced practice nurses, nursing organizations, hospitals and other employers and providers, state and government entities, and other interested and committed people and organizations from across Illinois. Because of its membership and makeup it is in a unique position to provide a nursing forum (both virtual and live) for meaningful dialogue, exchange of information, and collaboration to assure the people of Illinois have access to nursing resources needed to meet their healthcare needs.
Mission
Provide a unique forum to afford the opportunity for statewide collaboration in order to promote efforts to secure quality nursing professionals and necessary resources to meet the healthcare needs of the people of Illinois.
Vision Statement
The Illinois Coalition for Nursing Resources will continue to be a statewide collaborative effort to secure nursing professionals and resources for the healthcare needs of the people of Illinois. It will provide a unique opportunity to cultivate ideas and spark policy and issue resolution through dynamic dialogue afforded through the Forum for Nursing Collaboration and Information at www.ic4nr.org and the membership meetings.
Strategic Planning Process
The Strategic Plan is based on four Strategic Areas:
- Policy and Advocacy
- Image
- Strategic Alliances
- Perpetuity
Each year the Board of Directors of the Illinois Coalition for Nursing Resources reviews accomplishments of the previous year, updates the organization’s strategic plan, and develops a targeted plan for the next year. This annual list of goals, objectives and actions needed to meet the annual goals is then approved by the membership and serves as the guidebook for organization activities during the year, and as the benchmark for reviewing organization accomplishments at the end of the year. All planned activities must be directed toward fulfillment of the ICNR mission and vision.

2008 Primary Goal
Promote collaboration and dialogue among nursing educators, practitioners, and leaders through the web-based Forum for Nursing Collaboration and Information and the membership meetings of the Illinois Coalition for Nursing Resources.
This goal will drive all of the Coalition efforts in 2008 including the objectives in Strategic Areas and activities of the Committees and Task forces.
2008 Objectives:
Provide and maintain a unique and dynamic forum for exchange of information, dialogue and collaboration about nursing in Illinois. The forum takes two forms: the web-based Forum for Nursing Collaboration and Information open to all who wish to access it at www.IC4NR.org and the live forum provided at ICNR member meetings quarterly and open to ICNR members and their guests.
In addition to the primary goal for 2008, the Coalition will also:
- Participate with the IDFPR and Board of Nursing in developing the Rules for the Illinois Nurse Practice Act of 2007. Advocate for Rules and Regulations which foster the growth and development of nursing resources in Illinois.
- Collaborate with the Illinois Center for Nursing Advisory Board as they fulfill their purpose and goals for the nurses of Illinois.
- Continue to work to alleviate current nursing shortages and secure nursing resources for the future through recruitment and retention initiatives.
- Collaborate with other organizations to improve access to and maintain quality of the Illinois nursing educational system.
Strategic Area: Policy and Advocacy
Goal: To develop and support state healthcare policies that will ensure Illinois has the nursing resources it needs now and in the future.
Ongoing Activities for this strategic area:
- Identify and communicate key policy issues to the membership. Provide unique opportunity for dialogue and debate among those with differing opinions and viewpoints.
- Develop ICNR-initiated legislation to increase available nursing resources as necessary.
- Develop position statements agreed to by ICNR membership in response to pertinent policy statements and legislative initiatives from other groups.
2008 Policy and Advocacy Objectives:
- Participate with the IDFPR and Board of Nursing in developing the Rules for the Illinois Nurse Practice Act of 2007.
- Assess regulatory proposals that will affect the nursing education system, especially the system capacity to meet the demand for nursing resources and advocate for those proposals that will increase capacity and maintain quality.
- Continue to support and advocate for legislation amenable to the interest of ICNR membership that will allow Illinois to join the Interstate Compact.
- Advocate for the completion of a comprehensive survey of Illinois Registered Professional, Advanced Practice, and Licensed Practical Nurses to be conducted by the Illinois Department of Financial and Professional Regulation through the State Board of Nursing and the Center for Nursing. This survey should be conducted every two years in order to maintain an accurate data base about nurses in Illinois. Current accurate data is necessary to make informed policy decisions about nursing resources needed to meet Illinois’ healthcare needs.
Strategic Area: Image
Goal: To improve the image of nursing and nursing education as attractive professions in order to attract and retain competent people in nursing practice and nursing education and support the recruitment of necessary nursing resources for Illinois. To promote the diverse and multiple practice areas of the membership of the Illinois Coalition for Nursing Resources.
Ongoing Activities for this strategic area:
- Continue image and recruitment efforts to increase nursing school enrollments and to increase nursing school faculty.
- Develop and disseminate information about nursing education and the myriad of nursing careers. Develop dynamic vehicles for creating interest in the work of nurses.
- Monitor the media regarding nursing image and alert members of potential issues.
- Recruit healthcare and nursing leaders and others to ICNR in order to strengthen the opportunity the ICNR offers for dialogue and collaboration.
2008 Image Objectives:
- Work to attract more nurses to faculty positions in order to increase the capacity of the educational system.
- Provide accurate information about nursing education and careers to all key stakeholders, policy makers, recruiters, guidance counselors, and potential nurses.
- Promote improvements in the multiple work environments for nurses and publicize these improvements in order to attract and retain nurses.
- Promote the ICNR as a unique organization of diverse groups and individuals which brings all together to discuss and collaborate on nursing issues and policy.
Strategic Area: Strategic Alliances
Goal: To expand support for initiatives implemented to attain the mission and vision of the ICNR.
Ongoing Activities for this strategic area:
- Update and maintain the ICNR website to strengthen communications and partnerships.
- Initiate public relations activities to increase awareness of ICNR initiatives on behalf of the ICNR committees.
- Continuously seek out new partners for the Coalition.
2008 Strategic Alliances Objectives
- Increase awareness of ICNR membership, positions, and activities among policy makers.
- Initiate public relations activities to increase awareness about the Illinois Coalition for Nursing Resources and the ICNR Forum for Nursing Collaboration and Information.
- Collaborate with the Illinois Center for Nursing and the State Board of Nursing to provide accurate information for informed decision making and opportunity for policy progress for nursing.
Strategic Area: Perpetuity
Goal: Support the goals and objectives of ICNR by developing resources for operations support, increasing membership numbers, and advancing membership engagement in the organization.
2008 Perpetuity Objectives:
- Operate with a balanced budget and secure necessary financial resources to support the ICNR annual objectives and initiatives described in the Strategic Plan.
- Increase membership by 20% each year.
- Measurably improve membership engagement in the organization.
The Board of Directors will:
- Undertake internal process improvements to assure member engagement and active involvement.
- Actively recruit new ICNR members among hospitals, long term care, home health agencies and ambulatory care facilities, health care systems, schools of nursing, nursing associations, provider groups and trade associations, individuals and other significant interested parties.
- Utilize web site and other online technology to engage members as active participants.
- Promote committee participation with all members to advance the work of ICNR.
- Provide recognition to ICNR members and member institutions, and member associations as contributing to the collaborative effort.
- Utilize member communication vehicles to increase awareness of ICNR initiatives.
